It is the London of 1961. In a rather bizarre move, a taxi driver called Kempton Bunton (Jim Broadbent) steals Goya's portrait of the Duke of Wellington from the National Gallery in London.
In random notes, he asks the government to invest more in elderly care if they want the painting back.
